Read everything on this board, figure out where you sit, and map out your own path. Really the only way to do it.
You're asking us how you can sell yourself to an IB. I appreciate that you're putting the key point on the table ie philosophy major is a disability to overcome, but you haven't told us what the positive selling points are, other than you GPA in a largely irrelevant degree at UPenn. That doesn't give us much to work with.
Do you have anything in your story relevant to finance that we can work with?
Most firms do on campus recruiting so you can try and shoot for those positions, and since UPenn is a great school you should try and attend a few finance/accounting classes to get familiar with the vocabulary and terms used. I also recommend you download materials of the pirate bay, there is a user mr.finance that has plenty of materials on there.

You definitely can but it's going to be an uphill battle not having a junior summer IBD internship. I'd suggest you spend every free minute reaching out to alumni for advice (which will hopefully lead to them getting you interviews) along with studying accounting.
You have to network. Honestly consulting would be your best bet given your background, although banking is not impossible. Note that you will be competing with people who have BB IBD summer experience, so you may only have the option of joining a less reputable firm.
