Denied job because of 'budget issues' - any chance?

Hello monkeys, first time post after lingering here for a while. I had a job opp at a consulting firm (think LEK, etc). After passing the interviews very well and impressing the partner I spoke to, I waited to hear from them. After no contact for a few days, I emailed to determine when I am due to start (as I was practically assured the job by the manager I interviewed - explicitly). I receive a call to say unfortunately due to budget issues, they cant hire me. I was told how good I was and how I was better then some of their senior applicants for positions. Naturally I am very disappointed. I graduated from a target school last fall, and so far having been working at a crappy research firm hoping to lateral out.

So I had a few questions:

1) Could I get back to the firm, as they do want me, and say I have a job offer on the table, and because I really want this role, would you like to match?

2) The job is still being advertised, to the point, my recruitment person I am working with offered to put my resume forward. This could be an oversight but is strange nonetheless.

3) He never stated that no one is being hired, he said that he couldnt offer me the job.

4) He added me on Linkedin not moments after I conversed with him on the phone.

Adding all this up, is there any chance I could still get this job?

Really appreciate the guidance.

I think they made it very clear they can't hire you due to budget issues, I am not sure what else you want to know. The only option I can think of is that you offer to work there for free and hope they can eventually pay you.

Well, as the job is still being advertised, I figured they still want to hire someone and as they did want me, perhaps the thought that they'll have to expend resources with the recruitment process again, that they may hire me. Its a long shot immediately.

Would you say there is little point emailing them and asking definitively whether they may be able to hire me within the next month or two? Budget issues have a way of fixing themselves from time to time. The manager certainly alluded to that.

Well if the job is still being advertised, it could just mean HR hasn't taken it down yet. I know for my internship last summer, when I applied for it, the postings were still there even after i got an offer and accepted. It usually takes some time for companies to take them down. I have seen BBs do this a fare amount, even when the position is filled, they don't immediately take the listing down, because they either forget to or there may be some sort of refresh cycle. However, if you are in great terms with one of the employees, maybe just send them a simply email asking about the situation.
