Either an acceptance or a rejection after the final round interview
Last Thursday, I was interviewed for the final round by the head of equity research at a second tier equity house. Today, I got the call from HR, saying that for some reasons (instruction from regional office), they won't be able to proceed the hiring process until mid next month, will inform me the result by then, and tell me to call her if I have any questions.
Wondering is that another way of rejecting me? Why don't they just tell me they've hired another candidate? (They are choosing among three candidates, including me, for the final round)
I plan on sending them a email to thank them for the time they've put in throughout the hiring process, and to tell them I'm still very enthusiastic about this opportunity. Any suggestions? Thank you!
That's the correct way to proceed. Often, this type of response means they've made an offer to another candidate, but that you're qualified and would get hired if their first choice backs out. The timeframe probably reflects the expiration of the other candidates offer. Followup, hang tight, and keep developing your other options.

One month is a long time for an offer to be standing. In the past, when we've told candidates to hang tight (usually a couple weeks to a month), it's usually because they'll be replacing someone in the group, who postponed his quitting date for whatever reason. When we like 2 candidates, we usually don't give the top choice more than a few days to respond so that it looks like it was just internal deliberation to the second candidate.
That being said, this was my experience. Not necessarily the end all be all.
