I'm not in industry, so I can't comment on the prestige/quality of the shops specifically. That said, I'd definitely take the full time and attempt to move after the 18 months. It's a job versus another semester of school, another internship, and no guarantee of FT.
First, make sure the GS role in SLC isn't a midoffice position. They run a lot of midoffice work out of there. You don't want to be stuck doing crap work for 18 months.
Assuming the GS position is not a midoffice position, I would take it over the JPM SA offer. A bird in the hand...
