Do transfer students have a disadvantage for recruiting purposes?
Say you end up at a solid target (Duke, Dartmouth, Penn, etc.) after a stint in community college... will that disadvantage you in any way?

Transfering to a new school and a new city may have detours along the way but if you continue to provide the same high level work as before, there should not be a problem.

I'm going to a nontarget (top-100) school this fall and am going to try to transfer to a target (or semitarget) that year. I currently have a PWM internship for the summer. Would you recommend that I transfer? My high school stats are ok, but that was because i fooled around. What schools would you recommend me trying to transfer to?

If you come from a school with good state colleges, look there.
Otherwise, apply literally everywhere you would consider going. Transfer admissions are much lower than normal admissions rates, and application fees are cheap. Get some offers, then start narrowing down the list.
if your asking whether transferring hurts you or not the answer is no - and i know this from experience.
I'd like to point out though that when you transfer, you should list the GPA you've attained at your New school, or the combined average, but I'd recommend not listing two schools or colleges.
