Interview ~ was it a complete success or utter failure?

I had a phone interview late last week with Verizon Hiring Manager in their reporting and analytics division and it was supposed to last about 30 mins but only lasted 15 mins. The hiring manager gave me a brief overview of the role and then we discussed my background. Afterwards we discussed my technical skill (ex. system knowledge, excel/dashboard modeling) and I could tell he was underwhelmed with my past excel modeling/report dashboard experience which is a big part of the job. He then moved onto a few behavioral questions (at this point I could sense he was rushing through the questions) and as the interview winded down, he apologized for rushing through the last half of the interview and he told that he just wanted to know what my technical skill level was because everything else checked out good (His exact words were "everything seems to check out good in terms of your past experience but your technical skills are a little soft and we will let you know in a week or so".

So, my question is, do you think i will get a call back or did I blow it? Was he merely just checking to see if I was who I said I was to move on in the process or did I fall below expectations?
