Join where you are and transfer your membership if you move. No point in being a member if you cannot attend the events and network.

What are your specific interests on the job side?
Join in Miami. Randomly emailing members from ULI NYC isn't going to get you anywhere. Network in Miami and maybe fly into NYC for some events. Face to face is this way to go.
