If you go to a target major is pretty unimportant. Neuro could even help with justifying an interest in healthcare IB or something if thats how you paint yourself.
This. My undergrad is in biology and it makes talking with docs/nurses/pharmacists a bit easier (every so often, I'll throw them an interesting journal article or what not...) They know I can hold both a scientific-oriented discussion and an economic/financial discussion...not just some suit hacking costs.

Hey!
I'm a Junior in honors Neuroscience at a non-target school in Canada (all odds against me, eh?) I have been applying to all the IB positions (summer internships) I could find, in Canada, and the US; however, no luck. Granted, I have been applying online, so I'm not too sure how effective that really was. I'd like to think I have a decent CV/GPA; so I'm wondering if its the fact that I'm not in a "technical" degree program? I've been reading all the advice I could find on WSO, but I think I might need something case-specific. I would really appreciate it if anyone could help me improve my approach, whether that be through networking tips, or general recruitment advice.
