I think both could land you some interesting roles after 12-18 months depending on your networking ability and skills developing outside of working, but I'd like to think that the commercial banking route at Citi would be slightly preferable. I recall a few threads about how commercial banking delves deep into credit analysis, with some folks exiting into corporate banking/leveraged finance with some elbow work. Both could also get you into a top 20 MBA, which you can then use to rebrand should you choose to go that route.

They're both BB's, so should be beneficial in opening up some interesting opportunities outside of immediate financial service institutions (e.g., F500 finance/strategy, boutique strategy shops, corp dev but this is more rare I believe).

Do you have a particular immediate medium term goal in mind with respect to position? And are you still interviewing around?

I see. If these offers are exploding I would opt to go for either, with perhaps a slight preference for the commercial banking role. If they aren't exploding and you have a period of time, I would make one last push networking wise and see if you can land something. I wouldn't really focus on BB/MM necessarily since FT slots may very well be populated, but regional boutiques might have a last minute need which would be helpful for you.

On balance I think you should get to your end game as soon as possible if indeed your goal is banking. It's far easier to lateral from even a no name boutique to a MM/BB, as your skills are quite relevant and transferable. Hope this was of some help for you :)

Go for the Commercial role. I personally know someone who went from CB Analyst to IB in under a year just by putting in the work. CIB Ops isn't as applicable to FO IB roles as the title leads you to believe. Ops is a tough gig to transfer into an FO from, I can't overstate that. The Commercial role will benefit you more, and you'll most likely enjoy the work much more too

The fact that you are even asking this question is mind boggling. Look at both job descriptions. Both aren't IB but one will give you a definitive skill set that is applicable while the other will likely do nothing but put a BB name on the resume.

And just to save you some time to figure it out which is better it's rather clear its commercial banking. While your goal may be IB which would be a rather hard transition if I may suggest try and do DCM. The skill set is far more transferable.

But if your hell bent on IB best of luck.
