Thinkorswim runs a decent paper trading platform. Keep in mind that you are on a 20 min delay.
I've also heard from others that optionsXpress (it is advertised in the above banner as I type this) uses a good paper trading platform.

The paper trading is free. You don't have to complete the registration process by funding an account to paper trade. Once you have a user name and password you can go straight to downloading the client without funding it.

try tradingsim.com its pretty good and can use diff dates Nasdaq 100 only

I think you can paper trade on TOS for free, but data is delayed. Fund a live account and it's realtime. Never been a fan of paper trading. Just trade live with one-lots. IB has way better comms than TOS, but it's $10,000 as opposed to $3,500 minimum deposit. IB also offers more products, international stuff, VIX futures, etc.
I trade live on optionshouse.com and use thinkorswim for research and analytics. I execute a few trades on ToS to give em a few bucks for the awesome platform, but executing everything on there would cost a fortune.

You could try contacting thinkorswim support and request that you get live data to "test" out of the platform. It worked for me.
I currently have a ToS live account, but it would be awesome to have a live data paper account. Gonna call their Toronto office.

OptionsHouse.com, They start you with a paper trading account and they only charge $1 or less an option when you start trading real money.
I like optionsxpress, but keep in mind I have a portfolio margin account with them...
for virtual trading, optionshouse has a good risk viewer/market risk feature. Its a neat setup.
THinkorswim has a really easy Excel capability where you can stream data

Its fake money...so there's never going to be 3500 in the account and you can always get real time quotes from other sources
