School suggestions for Undergrad student?

Hello!
So I'm thinking of applying to FSU to study finance. I'm an international student and they offer me the best tuition deal (20k instead of 35k since they have a location in my country. So, basically, I'm looking for more schools in the 20k-30k bracket). I'm interested on working in S&T or IB and so far the schools I've been thinking about applying to are UPenn, ND, UWO(Canada, Ivey School of Business).
However, the tuition prices are a bit out of my budget and I'd only be able to afford some of these with scholarships and loans, which I'm not against but I'd prefer to not be drowned in 200k in college debt. But I'm open to also hearing about schools that are good(target?) even if they're out of my budget because I'd like to have more options (I'm open to sacrificing some things, asking for loans, etc if the school is good and I feel like i'll fit in)The reason why I want to go overseas (US&Canada) to study is because in my country there's not a lot of opportunities in this area and along with this, the universities do not develop their business schools as much as they do their other schools. Basically, I'm looking for school suggestions that will give me a good education, get me internships and job opportunities in the area I'd like to work in and also a school that has a great environment (student body wise, etc) cause I'd not only like to have a great academic experienc, but also an overall college experience.
I have a 4.4 GPA (Out of 5.0, taking 11 classes in HS, in a prestigious private school. The school system in my country is quite complex, basically we start studying for the college career we'd like to study in the future, in High School. So most of my classes are business focused (Financial Math, Accounting, Econ, Marketing, Advertising, Business Adm, the rest of the classes are basic core ones such as grammar, literature, history, etc. I've been taking all of these classes since freshman year(current junior) and I'm not sure if this type of system will get me an advantage during admissions)

I also thought about applying to NC and Rutgers(Have family living close to the newark campus so I can save on the dorm room cost and just commute)

Most schools are for profit here, I believe. Only state ones and american ones here, require some form of testing, but the local "private" Universities are just a pay to get in sort of institution (something I dread) and we don't really have an internationally recognized school, but I'm pretty aware of the reputation for profit colleges have overseas and I'm not willing to risk it to be honest.

 

you had FSU, (florida state if i spell out correctly), UPenn (not Penn State), Notre Dame and West Ontario - Ivey.

UPenn is on everyone's wishlist, ND and Ivey are regional stars, and FSU type of public schools is much easier to get admit, maybe you're aiming scholarships. What tier do you think you're realistically at?

I feel like realistically, I'll get accepted to FSU (they offer me the best deal, but I must do the first 2 years of the major in my country, so I'd be losing 2 years of internships and then I can do the remaining 2 years in Florida) and West Ontario.

I think I might have a shot at ND, I met with the person in charge of admissions in my country and she seemed pretty interested (mentioned that she'd never had someone from my school apply and that they were looking for diversity from my country)

I was also thinking of perhaps, Columbia or Cornell? I know UPenn and ND take finances into consideration and this might stop me from getting in, but honestly after looking all over, all schools have high tuition for intl students so I'm coming to the conclusion that I'm willing to take out loans and just go for it if it means I get to study what I like and perhaps work in the area I like where I'd like.

My biggest worry is that I've read that International Students don't get as much scholarship money, which is understandable. But I was wondering if certain factors (I'm a female who'd like to study finance, first generation student, asian, but born and raised in latin america) helped to get them or with acceptance?

I feel like my biggest problem with Upenn, ND and West Ontario would be paying for it (FSU offers a program where I pay half), but I've read a lot in this forum that debt should be paid back relatively quickly with a job in finance. Hoooowever, this is if you have a salary in the US and in my country the salaries are nowhere near as high, which is why I'm taking debt and tuition very seriously cause my worry is if I'll be able to pay it back (If I get a job after graduation or If I'll have to go back to my country)

Also, I was wondering if being a female, east asian, born and raised in a latin american country, would help me with acceptance/scholarships and maybe internships?
