Taxation Reform: advice on this plan

I am looking for feedback on this tax plan if you guys have any input. I am not as smart as everyone on this page, but I have been trying to calculate what I believe to be a more fiscal budget/ tax code. I could not find any significant input on other forums and would like to put my own input. Feel free to leave suggestions as my listed plan will be simplified and not cover any completed calculations.

No comments are too harsh unless they have nothing to do with this topic.

Tax code:
0-50k= 0%
50-250K= 12%
250k+= 18%
Corporate tax=18%
All other tax variables remain the same for now.

Budget cuts:
-General Welfare: set max limits of 6 months = 300B (83B remain)
- Foreign Aid: cut all of it= 40B (0 remains)
- Military protection: stop for designated allies= 60B (0 remain)
- Health Services: remove welfare set aside for the budget assessed under HHS= 300B (believe it or not their is a separate faction of welfare for this service)
-Medicare: this is where I need the advice of the forum but the amount needed is 100B

This budget should cause no deficit per year moving forward. Two final issues I would like feedback on is unemployment (other entitlements) and how to pay off interest.
