I've seen someone who was trying to RAISE her own venture fund at 18 years old. Super genius kid though, graduated from MIT when she was 16 or something. Don't think she'll get it done though.

Yes, that is who I was referring to. I think strategy is focused around anti-aging - the target for her fund is $25M or so. She may get some backing from a family office or a few HNW's, but it isn't an institutional quality fund and I can guarantee no institutional LP will put money behind it.
I'd say the two youngest I can think of are Mike Rothenberg (28) and Ben Lerer (31)

31 is the youngest I've ever met.

Partner is meaningless if it's your own money or family money. More realistic are partners at funds with a majority 3rd party money.
Teo is very young, agreed. Manish Patel at Highland as well is in the same bracket. Megan Quinn is a junior partner at Kleiner and about 30 if I recall.
Unless you are an amazing CEO success early, it's stupid to have them as a partner since what startup CEO wants to hear advice from a twentysomething with no personal success?
The youngest I ever met was 25, he was generally 8-10 years younger than the other partners at his firm.
Once I encounter some really tall young man who was 27 or 28, not sure anymore. Not bad..
