Where should I include this experience on my resume, if at all ?
I'm going to have an externship at Moody's Investor Service's public finance department and will learn about bond rating and how the government interacts with corporations in making corporate ratings.
Do you think this experience is worthy of note on my resume for recruiting?
If it is, should I include it as a passing mention at the bottom of my resume? Where should I put it on my resume?

I don't see why you couldn't include it in your "professional/work experience section". I think it is definitely worth including on your resume, even if it is only one sentence!
