the UK has a similar thing called NICE. Centralised buying power of the NHS. Not that I'm a huge fan of the NHS but that's a good side to it.

Most developed countries negotiate with pharmaceutical companies and make them compete against each other. This allows them to get the best prices for their citizens. I believe that there is legislation in the US that prevents the government from being authorised to do this.
