I'm assuming you're enquiring about the 4% number...I'm assuming you're enquiring about the 4% number. This was inferred from official CFA numbers. The process is lengthy and has its assumptions, but the main reason for the empirical difference is probably because pass rates are also highly skewed by country. 2 years 7 months
