I would say so, but only slightly. Coming from non-target, having 4.0 on top of leadership involvements, relevant clubs, a freshman summer internship and one lined up for sophomore summer, it will put you above peers who have those boxes checked as well. Mostly only matters in getting the interview but did have it come up in a MM IB interview and got a compliment... At the end of the day anything above the minimum (3.7 ish) will not drastically change where you get interviews.

Based on my experiences, yes, I think a 4.0 does help, just because it is so rare to find, meaning the resume just catches the eye.

But once you get passed the initial screens, it doesn't really matter, since technicals + fit is the next "screen."

 

Yes, but most people are not going to give it a huge weight. Just having a 4.0 does not mean much. If you have other good credentials too, it is a cherry on top.
