Asking for a Network/Reference during an Internship

I have been interning at a VC for the past few months and wanted to know when/how should I ask for references/contacts that can possibly land me another internship/job down the line. The firm is relatively new and they have told me that they are not looking to hire due to size/budget. Most people working there come from IB/PE so I know that they have contacts. If I have a decent relationships with them and have been working hard. How should I approach them about them helping me out with contacts and/or references? The internship is also coming to an end in January, so should I just wait till then and see if they offer something instead?
Normally I'd say you should wait until after you have left the firm, however, given that this firm has already told you that they are not going to offer for you, it could be acceptable to ask for a reference / contacts now - given you are delicate about the situation and approach it in the correct way. I suggest you broach the topic with your manager / HR: first, confirm that there is zero chance you will be getting an offer. Once that's solidified, ask if they can help you with your future career prospects. Cannot imagine a negative response from them regarding this unless they are completely unreasonable (which will come back worse on them than on you).
