At what level is one considered an "Executive"
Exactly as the tittle suggests. At what job level is one considered an executive? Would a Senior Manager be an executive? Or would someone at the Director level (With Sr. Managers under them, managers under the Sr. Managers) be considered an executive? Would a Director running a department with 100 people be considered an exec?

EVP or above, the rest of us are just plebs.

This will depend on the company.
I was at an employer where a Sr. Director was a CFO (given, it was an individual geographical market, not the entire company)
In this person's market they are seen as an executive but not necessarily when you look at the company in total (talking F500 here)
I would say only Vice President and above, but this can vary a bit by company. My company (~34,000 employee F500) has ~120 VPs and they are all listed by name on our website. To me anything below that is not an executive. I would also not argue strongly against an even more restrictive definition (C-suite or equivalent).
