Banks have deposit curves posted by the treasury, these are the rates they offer on term funding for structured products. Let me know if this helps.

Like the other poster said, this is a bank's own funding curve, produced by the treasury for use by the various other bits of the bank. Basically, it's to ensure that the various products are priced in a consistent fashion.
