I've always typed up a quick letter, so it's official, that basically says "thanks for the opportunity, I'm giving my notice effective today."
Then have a conversation with the relevant party, thank them for everything (even if they did nothing for you, not the time to be smug), and just say you're moving on to another role (up to you if you share the specifics, in my opinion it's weird not to). Then just hand them the printed letter and say something like "in case HR needs it".
Keep it simple, professional and pleasant.
Do you email the letter prior to the call? or how do you set up a meeting if they ask you what the reason is for the call or catch up?
I walk in with the letter, no email.
I would try and time it so you can pop into their office, with a simple "do you have a few minutes?"
They're not dumb and they've probably sat through hundreds of these, so they'll figure it out.
Asking as our return to work in office timeline has been pushed further. This will be done via Zoom. It’s easier to pop in and ask.
Ahh that makes way more sense, sorry I totally blanked on the WFH thing.
I would send them an email that asks if they have 5 minutes to catch up. They should figure it out from that. Then have the conversation and at the end, ask if they need an official letter since you typed one up.
Also, skim your employee manual or contract to just make sure all of your bases are covered, always good to be buttoned up.

I'd email and bcc your personal. If you do it in person, send a follow up resignation email (again, bcc your personal) and say you are "confirming our conversation" etc.
