Personally, I'd prefer BO in NY over FO in a location no one's heard of, since there are so many opportunities to meet people and network in the city. But, I also heard it's really hard to lateral from BO to FO and the salary for BO in NY prob. will just be barely enough to cover living expenses.
Assuming you mean FO at a smaller city, then take that. You won't learn anything in BO and even if you manage to network your way up you'll have wasted so much time that you could've spent actually working as FO analyst.

Operations is BO. The money movers, researchers and PMs are the FO guys. Some people will even go as far as to argue Risk and Portfolio Analytics as Middle Office, but personally I consider them FO.

Assuming you don't have family ties that force you to only consider one region...
If you can integrate into the culture and really understand it/network, there's a literal ton of money to be made in emerging markets, and I could envision spinning the experience as giving you insight into the unique opportunities and perspectives you learned during your time banking in Madagascar when you presumably attempt to move internally to a NY FO position (provided this isn't some no-name Madagascar-only regional bank, in which case it would be much harder to do).
I'd always take useful experience anywhere over useless experience anywhere.
Only a dumb college kid would think big-city/name-brand BO is superior to any sort of FO.

One of my friends during BB SA interview got a question: What is "his previous employer's name"? And I am talking about a relatively big MM boutique with offices all over europe, not a 1-man shop.
If it's a reputable firm then FO, who gives a fuck where it is, but if we are comparing a local no-name FO with Goldman's BO in NY then BO is better imo
