Can Europeans analyze my German friend's situation
Anyone from Europe, please let me know if my German buddy has a shot at a consulting position with a known brand (Big 4, McK, Boston, Bain, etc)

Political Science Degree (Apparently it's a B.A. + M.A)
Economics Degree (B.A. + M.A)
Distinction Average (Similar to A in the USA)
Political Internships X 2 or 3, for various parties, local and national elections (Policy Developement, etc.)

Just to note, it's VERY uncommon in Germany to do 2 separate degrees, it should take like 9 years but he's done it in 6.
Yes of course. I know a German with very similar stats who is off to McKinsey next year. He should apply for London offices, they'd love him.

I agree, good shot and should get the 1st interview after which it's up to him.
He'll be up against other germans from more prestigious unis, who speak a 3rd language and have more than one internship at BB M/B/B, but the 2 degrees and politics experience makes him kind of a unique candidate.
It's not uncommon for Germans to start at McK after graduation at 29.
