Can GPA/GMAT offset shitty work experience?

Hypothetically, if you had amazing stats (say, 3.9 GPA, 770 GMAT, strong extracurriculars), but really uneventful and borderline shitty work experience (say, several years as a data entry clerk or retail store manager or office administrator), could you still make it to an M7 or T15?

How much does the situation change if you the same stats but slightly better yet average to below-average work experience (say, a program manager at a small regional non-profit or sales associate at a small regional firm)?

I know it's hard to compare these careers and I don't mean to sound disrespectful or throw shade at any of these careers - it's just that I've never seen people from these backgrounds go on to a top MBA.
