College GPA for MBB out of undergrad?
How strict on GPA is MBB. Does a 3.9 cut it? I go to a target for both consulting/banking. Reason I'm asking is that almost everyone from my school who goes to MBB is summa cum laude or magna cum laude. I'm sure I can make magna cum laude but not sure about summa cum laude because I'm doubling in a hard science major.
You will be fine. Focus on casing and making sure you don't come off as autistic during the behavioral portion of the interview and you can land an offer. So many people at targets are technically sound but lack conversational skills.

If you get dinged, it certainly will not be due to a 3.9 GPA at a target, so I'd focus on the other parts of your application. Good luck!
A 3.9 is not good enough. MBB sees A-'s unfavorably. I would try to take a few summer classes and get it up to a 3.94 minimum (3.97 is safer), otherwise you will not pass the resume screen
