Consulting Fee

I recently helped a friend vacate a R.O.W. between two parcels of property he owns. The total cost to vacate the R.O.W. cost around $13,000. This included the cost to buy land from the city. The total market value for the R.O.W. land is about $130,000 and now two parcels of land which were on both sides of the R.O.W. and now connected and he has one large piece. No fee was discussed up front because it was the first person I worked for out of college as a commercial sales agent. He is still a broker and I work on the investment and development side of the business. What would peoples thoughts be on how to charge? (1) percent of value created 10%, 15%, 20%??? (2) Flat fee
