Could California be Unconstitutional?

A combination of terrible policies and sheer size and unwieldiness has left California in a state of crisis. And that was in 2019. This issue is only compounded by the effects of COVID-19 and the exodus of residents and companies from the state. The state of affairs here is so bad that it effectively violates residents' constitutional rights of due process.

An example: In LA, the homeless situation is completely out of control. Courts have ruled that the city cannot clean up homeless encampments if it does not have shelters to put them in. The state does not have the means to pay for these shelters. What has emerged is a sea of tent cities of unregulated, uninspected dwellings that catch on fire, etc. and damage both private and public property alike.

California is simply unable to solve this problem and many others just like it. Because of this, could this state be unconstitutional? The state is too big. The policies are horrible. Nothing is going to get done. Regardless of who is right and who is wrong, right and left will not agree here. Given the fact that nothing will get done, could the Supreme Court rule that a state in such a messed up state is unconstitutional?

A few notes. I'm obviously not a lawyer. I'm an undergrad who wants to be an investment banker so I don't have to become a lawyer. I am talking out of my ass here drawing mostly on AP US History and common sense. Also, I live in California (moving soon, thank god) and regularly have these periods of sporadic anger. Finally, I don't actually believe in conspiracy theories or "controlavirus" but, COME ON. I can see how people do believe that shit.  At least wait a full week after the inauguration to lift the stay at home order so the tin-foil hat guys don't really look like they're on to something.

I feel better now. Gonna go ride the Peloton.

NYC is striving so hard to be that way. They will always play 2nd fiddle to SF in that regard. Cali politicians are just really good at destroying things/quality of life. Our leaders here in NY are envious.

One question I do think is fair to ask is did Newsom , De Blaise and others go beyond their powers as governor. The problem is that in order for one to file a lawsuit one has to actually have injury , the one impacted by these policies. For the most part these were mom and pop shops who honestly don’t have the financial capital to pursue a legal challenge. I think beyond that it will be pretty difficult because the whole point of elections is to oust bad leaders. If people re elect these same leaders well idk what can be done. I guess these people run to Phoenix and Austin and destroy those cities too.
