Do you think the markets are rigged?

In the CNBC article below it speaks about reforming and implementing more regulations on the equity markets and specifically on HFT. Do you think it will actually change anything or will it just urge the firms who engage in HFT to find new ways to do it/beat the markets?

Also, America is a capitalistic country where the people who (usually) work the hardest/have the best ideas reap the benefits of their labor/knowledge. If we wanted to make the markets more "fair" we might as well have Bernie as president so everything can be "fair". What is everyone's thought on this? just looking to strike up some debate.
