Yes you can get an Amex Black without having the specific reqs....there is some wiggle room. However, I've done a bit of research on this and there really is no advantage to getting the Black vs. the Platinum/Plat Business other than the "status" and feel/weight of the card.

The answer is yes and no. Yes, because it does happen and No because it's all about who you are and what you do for the the firm you work for. If you're an upper level exec, Investment Banker, Account Exec with TAS/Treasury Service, a Private Banker at JPM with a huge book of business or the occasional commercial banker servicing 100MM clients, then I would not be shocked if the card was made available to you in order to sell the product your using. If you're entertaining clients and you're paying for a meal, then it would make sense from a product standpoint to use the Palladium Card. If your a Private Banker dealing with clients worth 30MM+ who love exclusivity, what's more exclusive than taking them out to dinner and paying with a Palladium card that no one else has and then having your client want to find out more about it. It creates a demand for service through exclusivity. The same holds true with Amex. I have a friend there that does marketing and her boss has the Centurion Card for the purposes of paying for entertainment and getting client business. Selling your services and paying for client entertainment with the most elite card your firm has definitely shows a commitment to the exclusivity of the product and sparks interest in something that very few people have access to or have seen in day to day life.
Happy, this is where you and I will disagree entirely because I've heard stories (at least with Amex that I know are true from people who I know that work at Amex, as I don't have anyone in my network that works for JPM willing to confirm that bankers have the Palladium) of the card being used by employees. Not everyone gets one, but they are given out.
My answer applies to non corporate cards as corporate cards do not have credit policy implications similar to those of customer focused cards.

At Stark Industries, I heard VPs and higher can get a Vibranium card...can't get any confirmation though.
