If you group rows first then you can hide/unhide using ctrl + 9 for rows (shift to unhide) and ctrl + 0 for columns (shift to unhide). As long as you group them first then the little "+" will be there and you won't lose the rows/columns.

Alt d g g and Alt d g s
Not sure how to expand and collapse, but alt d g g will group things, alt d g s doesnt do anything...
alt d g s will show hidden data. Alt d g h will hide or collapse grouped data
I set my excel up to do Alt-G for grouping. Alt-DGG is standared
If you want to ungroup the rows or cells altogether.
ALT + SHIFT + arrow right = group ALT + SHIFT + arrow left = ungroup
Love the ALT + SHIFT + arrow(s) to group and ungroup.
