GPA 4.0 from Emory/UVA is a very competitive profile to get into a M7 (other things equal). Not everyone at HSW has gone to HYP. Also, in your case you will need an explanation, I think it would not be easy to sell the story on why you transferred from a good school with a good GPA.

I would definitely think about transferring if I were you, but shoot for the absolute top. From the position you're in now, anything less than the top is not worth it when you consider having to adjust to a new environment and giving up the leadership positions and ECs you have at your current school (speaking from experience).

It doesn't make any sense. Top schools already take "too many" students from top UG (Harvard UG is like 7-8% of HBS). Which means that a Harvard 3.6 GPA is likely to be less competitive than a UVA/Emory 4.0 GPA, since you have so so many UGs from HYP college that apply to Top MBAs.

Yeah... Don't do that. A ton of applicants will have 3.8+, so trying to "sell it as basically a 4.0" will likely blow up in your face and get you dinged.
I think the bigger question is all this just to beef up your resume? If so that is not a wise move at all. Are you unhappy where you are now?
You are in a school currently, don't underestimate the moving process and settling into a new place with all new people - things can go awry. Unless there is some other compelling reason to leave where you are aside from adding to your resume you should reconsider and focus on taking advantage of all the opportunities you have available now and being a well-rounded student - so making your undergrad about more than just your GPA and school name.
