I talked with an HR of a bank during their info session in my school. I also followed up by sending email to her right after the session and got her response. So my question is: Can I begin my cover letter with Dear Miss XX since they only accept online application which means that someone else in the bank except her may see my cover letter. Thanks all!

I wouldn't recommend that. Could make the person reading the cover letter a bit confused. I would use the normal starting and mention Miss X later in the text in some way.
