I don't see the difficulty in answering this question if you're honest. You can say something to the extent:

Where I live is not the most important issue for me. Utilizing my skills, developing new ones, and advancing my career are really my driving interests, and I've become more and more convinced that this company and this job is a really great fit because of my skills in X, Y, and Z.
You can also make it more personal by stating several reasons for moving to desired city. For example, if moving to NYC, comment how New York is the financial center of world or some BS like that. Maybe you're focused on a specific industry such as Oil and Gas so working in Houston is more practical. As anything, just be honest and tailor the answer.
