How to approach reaching out/networking again?

Hi everyone, hope everyone is having a great Christmas.

I had a question regarding approaching networking to my "former" colleagues. I will be joining a regional team FT (SF/Dallas/Chicago). I originally interned at the same bank (BB) in NYC where I was born and raised. I did not receive a return offer on the team I interned on due to headcount rather than performance. My manager worked with me to get me an offer on the west coast team. While I am excited to live in a new place (lived in NYC my entire life excluding college), and am grateful to have an offer in these turbulent times, I do not see myself living my life in this city. I am a New Yorker in all my behaviors, mannerisms, and preferences and fully wish to raise my children in NYC (within the borough I grew up in, not suburbs like Westchester, NJ, or LI). As my longtime GF will also be working in NYC at another BB, I wish to return to NYC as soon as possible. How should I approach networking/setting myself up for this move? Should I be reaching out to team members on the team I interned on and talk to them? What timeline should I be targeting? Thank you again for all your assistance and happy holidays!

Understanding that, how does internal lateraling generally work? Is it simply seeing an internal job board post for a desired position in NYC and talking to my current manager about that and going through the process there. Or should I try and network/maintain relationships with my former team so that I can get any openings before there is an internal job posting? Not sure how integral networking is given I am already in the firm.
