How to follow up to a cold email that was never responded to?

Pretty self-explanatory. I don't want to be disrespectful and continue bothering these people but would still like to send a follow-up email just to say
"Hi XXX, I realize you are very busy but would appreciate if we can talk sometime in the next couple of weeks. Thanks, XYZ"

Wanted to see what others think of the effectiveness of this approach? or if I am going to come across as annoying

 

I have done this before quite a few times, and have only gotten one negative response. That being said, I don't think it would be bad for you to at least get an answer from them. Just say something like "Hi XXX, Just writing to follow up and see if you received my email about XXX. IF you have a time that would work for you soon, I would like to follow up with you about XXX." Obviously, don't say this word for word, but something along those lines.
