Cali was supposed to come out with $10 billion muni issuance today and they postponed it and now are getting sued according to Bloomberg. They are a total basket case.
In response to your question, I would find out what institutional investors are primarily active in buying Cali notes and try and find out what alternatives they may flee to. My guess would be PIMCO and Blackrock to start.
