how to tell if a contact is blowing you off

What're some typical signs that a contact is blowing you off?

I've been sparingly corresponding with a CS PB and his responses tend to be short and barely address the issue

The usual makeup of his responses:
"Thanks for the follow-up"

(answers a question or two)
-End-

I want to believe that he's busy, but I have to be judicious about how i network and spend time where I can get the best opportunity. Am I being blown off?

Alternatively, should I up the ante and ask if he wants to grab a coffee or something else equally as quick?

But on another note: apply the same rules as you would in dating. The only way you know if a chick is into you if she says yes for a cup of coffee. Ask this guy out too.
