I had on site interviews weeks ago and spoke to this HR person a week ago. He simply confirmed my application and asked a few questions including my expectation of salaries. He said this is not an offer and he will be in touch soon. It has been a week but I haven't heard since. Can they already start doing background check without giving me an offer?
