Do background checkers or HR have access to GPA data? A friend of mine was being recruited for FT in IB and put his last year GPA (3.8) instead of his cGPA (3.4). Is this grounds for them to rescind the offer?

I think you probably already know the answer. No, I have never heard of HR fact-checking GPA's. Remember a company can fire you for any reason they want, so you want to amass more reasons to be kept than to be fired. Unless I misread, you did lie about your GPA and, again, I think you know that, otherwise you would not be looking for validation or consolation. Don't interpret this is a judgement of your character, you probably feel the GPA you used is most indicative of your true capability considering your hardships - and that's perfectly OK. But the fact remains that the GPA stated on a resume is understood to be cumulative, unless otherwise stated (i.e. major-specific; year-specific) which you did not do. I have always believed that honesty is the best policy. For me, better to be truthful (or at least not misleading) and then explain that truth, rather than avoid it. Will this come back to haunt you if you do nothing? Probably not. But if it were me, this would be nagging at me in the back of my mind. If it were me, I would find a way to clarify your GPA discretely yet formally. What I mean is: you want to be able to show that you did clarify your GPA if it ever become an issue (which, again, is unlikely). Whether you do this before or after starting the job, or never, is completely up to you.

On my resume I rounded by GPA to a 3.5, but my actual GPA is a 3.44. My background check asks me to list my institutions and the accompanying GPA. Do I put the rounded or unrounded GPA?

I have personally not heard of GPA verification during a background check, but that does not mean it isn't possible. If you can truthfully plead ignorance as you just implied, then you are probably fine if it ever become an issue. I wouldn't worry about it. If someone calls you out on your GPA, then say you used your most recent year's GPA and did not think it improper to do so. Be confident in that and don't waver.

Yes I know it was more than the allowed I rounded up from my past semester's GPA which was 3.47, and forgot to change it. What do I do from this point? Can background check companies even access my GPA? Or do they just verify that I went to the school?
I would keep it consistent ... but you have nothing to worry about. No one's going to renege your offer because your GPA was a 3.44 and not a 3.5.
They chose you because of who you are, not your GPA. GPA is just to get your foot in the door.
So put it as 3.5 not 3.44? Sorry I'm stressing about this :/

I am currently a junior and early this spring semester I interviewed and accepted the offer at a BB. Last semester (Fall) I had around a 3.47 so I was rounding my GPA to a 3.5. However my GPA dipped it a little to ~3.44 after my fall semester. When I applied and interviewed with the BB this semester, I forgot to change my resume in the OCR system with the update in GPA, so it still said 3.5. They are now in the process of conducting background checks, and will most likely see the new GPA. How much trouble do you think I would be in? Should I notify my recruiter about this? Thanks.
No need to tell them anything unless asked. You can just say it was an honest mistake and you forgot to update your GPA in the system.

GPA Background check--GPA dropped below cutoff (Originally Posted: 12/01/2017)
I accepted an SA offer at a BB, which has a 3.2 GPA cutoff. I am a first year master's student, so when I applied I did not have a GPA for the Master's program yet. I indicated on my resume that I have a 3.9 undergrad GPA and disclosed that I did not have a grad school GPA yet. I am taking a really hard grad-level math class this semester and I am not doing very well because I missed quite a few classes during the recruiting season. I am expecting a GPA below 3 this semester, but I will pull it back to above 3.2 in the next semester before I start my internship. Now I am concerned about the background check which will take place sometime in March next year. Will they ask for my grad school transcript? Since my grad school transcript will only show my grades in the first semester, will having a GPA below the cutoff at the time of the background check affect my offer, even though I will meet the cutoff line when I start my internship?
First thing my bank asked me when I recruited was for official transcript. You're screwed, unless somehow HR decides to overlook the fact that you lied
