Indiana University vs Rutgers University

I am a current senior in high school who wants to go into IB and is wondering on which school to go to. I know IBW at IU is a really good program, but I am in-state for Rutgers and since I haven't visited IU because of coronavirus, I am really unsure of what I am getting myself into. I really am not sure as to which school to go to. Regardless, I will attempt to transfer after freshman year to a target.
