International hiring at US-B Schools

Hi,

I wanted to ask about the current scene for international hiring at US B-Schools?
I heard from a couple of students at Stern that more than 40% of the companies which came, straightforwardly stated that non-Americans are ineligible to apply.

Is it the same for the other M7/Top 15 US B-Schools?
A brief background:
24 year old, Indian male, B.Com(H) – SRCC (79%),
CFA L3 passed, GMAT 750 Q50V42.
1 year at Barclays as a finance analyst followed by 2 years at Teach For India (NGO – Education) as a teaching fellow.
I want to change sectors and move back into finance (IB/Asset Management).
I (international student) am planning to apply to Booth, Wharton, and Cornell and given my current financial situation - take a loan of USD170K.
Does it make sense? [Assuming - even if I get hired, after a year, if I don't make the H1-B lottery, I will have to leave US with a huge loan.]
