1.) The state has the power to transfer income from private school endowments to state schools. 2.) State schools are one of the most effective ways to improve economic mobility and protect the middle-class and they need more funding. 3.) The state can rebate income taxes to students who paid out-of-state tuition but decided to remain in the state.
