LinkedIn Etiquette?

Had a question on LinkedIn etiquette.

I'm trying to network with different bankers who are alums from my school.

To do this, I've sent a LinkedIn connection request along with a message explaining who I am, why I want to connect, along with me asking them for a short 10-15 min informational interview.

A large number of times now, the banker I'm trying to connect with has accepted my request but not responded to my message.

In response, I've sent a short followup message asking if they'd have time in the next couple of weeks, and I still get no response. Most of the time I get a read notification next to my message indicating that the banker has read my message.

Why would someone read my message, choose to connect with me, and then not respond to my message? Maybe this is just the millennial in me but, to me, this just creates an awkward situation. Why not simply state that you're too busy if you don't want to do it.

My Questions:
(1) Would it be too much to try and cold email these people because LinkedIn isn't a daily tool for most people?

(2) How should I proceed without being a nuisance?
