Listing honor and awards before work experience

I have mediocre work experience (no big names) but won a lot of finance competitions freshman and sophomore year. Is it appropriate to order my resume as

  2. Honors/Awards
  3. Work Experience
  4. Leadership
  5. Skills

Or would listing honors before work experience look weird?
