Middle East Investors for Private Placements

What is the viability of traveling to the middle east to get venture money in wealth destinations such as the UAE? I imagine these investors have specific preferences for investment and are skeptical of foreigners. Also securities laws regarding private placements may be a stumbling block.

Slim to none, without a track record. Issues:

1) The UAE (or anywhere in the Middle East) isn't just some backwater shithole where the people don't know how to invest and manage their money. They may be undeveloped in areas, but they've had oil money for 50 years. They know what they're doing.

2) Family connections. Networking is far more important out there than it is here. Good luck if you don't have an in.

3) The securities laws are probably similar in the UAE to other developed countries, though Sharia law may have some hold on it. I know Saudi is (obviously) much bigger on it than other Arab countries, so it will be something to look into.
