Move to T1/T2 strategy from boutique in UK?

Title says it all really. Have been working for a handful of years, with over a year in strategy consulting. Are T1/T2 companies considering consultants like myself from boutiques right now, and how do these opportunities come about? Is it all through headhunter reach outs?

The short answer is yes. The more nuanced answer depends on whether the non-strategy consulting years of experience are still closely related and whether they're in the corporate world. Recruiters tend to move consultants within the industry, so coming from industry would likely require you to reach out to them directly. Additionally, MBBs don't use recruiters in the UK, and only some T2s do. You're still better off networking on LinkedIn and applying directly to the firms with a referral.
