just a little background info...SA at a BB, no offer. Went through a few interviews during fall recruitment with MM banks, still no offer. Just graduated from my non-target state school, still no job.
...what should be my game plan for this upcoming fall? Do you think that I still have a chance given that I will only be able to submit my resume on the main websites, no on-campus. Most of my network contacts have left, or I don't have their personal emails because they left abruptly during huge layoff. Is there still a chance for full time analyst program?
Certainly worth trying. You will have a SA position from a BB on your resume, which will definitely help. Because you're not at a target school, you still need to aggressively work your network to get interviews. Don't be deterred by the fact that you don't have personal emails. Search for them in LinkedIn. You'll find most of them there unless they were very junior and aren't on LI yet. Make sure you cast a wide net. Look at regional banks as well. Crash company presentations at nearby schools if there are target schools nearby.
How did you get your SA job if not through OCR? You must have shown some initiative (or been well connected). It will take a similar effort this time around.

Not to hijack, but in the OP's situation, should a recent grad get a full time job before analyst recruitment if they can? And by "ask for help" do you mean networking under the guise of wanting to learn about the industry, or asking bankers for help getting a job at their firm, or something else?
