PSU vs Emory Undergrad

I'm having a tough time choosing between Emory and Penn State as a safety school for my undergrad degree. I am applying to 14 other schools, including a number of target schools such as Dartmouth, UCB, UCLA, and USC. I'd like to pursue IB but preferably on the west coast in SF/LA, and do not intend to pursue IB in NY or on the east coast whatsoever.

From what I know, Penn State has better recruiting for IB whereas Emory seems to be more prestigious overall. In addition, Emory has a better location (since it's in a large city) while PSU is in its own college town. So, which of these colleges would you prefer?

Depends on where you wanna live. As one of the largest schools in the Northeast, PSU brings in recruiters from all over the Northeast and maintains and extensive alumni network. Nittany Lion fund has nearly a 100% placement in IB, and you will encounter PSU grads everywhere in New York, DC, and Philly.
