Recruiter won't pass on CV to employer - okay to reach out directly?

I have a simple issue that must have been queried here previously - tried searching previous posts but couldn't find anything. Apologies if i've missed it!
A recruiter from an agency likes my CV, but is stalling on passing it on to the hiring firm.
Hiring firm has now posted the role on LinkedIn and I think i'm in with a fairly good shot of getting an interview.
Question: Is it okay to apply directly for this role now via LinkedIn, or would that be a flagrant display of unethical behaviour in the recruiting realm...?
Anyone been in this position before (particularly in London)?

This is fine, just do it right:
1 - Submit yourself directly to the company 2 - Send an email to the recruiter (so you can have documentation) and make it clear that you DO NOT want to be submitted to the position and that you are not seeking representation for this client. I would recommend that you omit that you have submitted yourself, there is no need for them to know.
That will avoid you being submitted twice and the client company can see that you documented that you are submitting yourself as a direct hire and are not coming in via a recruiter.
Yep submit on your own. Send the recruiter a documented email that felt it was in your best interest to represent your own interests.
