I’ve searched for the answer to this topic but the answers aren’t conclusive. When do firms, specifically involved in CRE, typically give out relocation pay? Would it be a month before start date or after you already start?

Why would they pay you to move out your parents basement ?
Experienced hire usually after you start if it's a flat number, some firms pay for the moving company and temp housing directly. If for some reason the amount is added to your regular pay and is not a reimbursement make sure its grossed up so you don't eat the taxes.
If it is just a lump sum it may be added like a sign on bonus to your first paycheck (or second, but should be soon). If it is a reimbursement account, then you would probably need to submit receipts and get reimbursed per normal firm process (usually less than 30 days if your firm is efficient). Those are the two most used methods, but again, you shouldn't have to guess, this should be spelled out in the terms of the offer letter or something HR can directly answer for you, just ask.
Worked out of college as an analyst at a top brokerage team in tier 1 market. Received $10k relocation bonus a few months before my start date to help set up an apartment and all of that.

Nah
I received nothing for moving ~2,000 miles away at a repe shop, granted it was straight out of college.
Since, I gather from your comments you are hoping to some up-front/pre-start relo expense coverage, I would advise asking for this directly from the employer. I do not think it is standard practice, but may be doable if you ask/explain why you need. They would likely just code the expenses as part of recruiting efforts (no different than paying your travel expenses to fly-in for interviews) and/or just 1099 you for payments. I don't think this is as common (I think the want people to just put stuff on credit cards and turn-in receipts after they start and/or just include in first paycheck), but it is not impossible under IRS guidelines if the employer is willing to do the legwork to help you.
My analyst class all got relo when we started. Got paid out the first paycheck after starting so about a two week delay.
Do you get a relocation bonus if you started recently but didn’t move (due to covid)?
My offer letter stated that I get a pretty decent relocation package but I already live in the city where I’m scheduled to be based out of. However, I’m still supposed to get the sum even if I don’t actually move.

If I remember correctly, I received $2,000 as a moving bonus as a summer grad intern and something like $5,000 for my first post-grad school job.
